This includes understanding how we can make use of official economic data to begin to model potential effects and identify risk factors for and vulnerabilities of creative industries. <\/span><span style=\"font-size: 16px; color: #333333;\">As part of our efforts to better understand how artists, arts organizations, creative businesses, and creative workers are being affected across the West, WESTAF conducted a survey, which closed on May 1, 2020. Survey results are supporting efforts to secure relief funding for the arts and culture field in the West from federal and philanthropic sources. The results of this survey are available <a href=\"https:\/\/www.westaf.org\/westaf-covid-19-arts-impact-survey-results\/\">HERE<\/a>.\u00a0<\/span><\/p>\n<p><span style=\"font-size: 16px; color: #333333;\">Other arts service organizations and some state and local agencies are also conducting surveys. If your organization is Latinx-serving or Latinx-led, also complete the <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/airtable.com\/shrjAFEeGlwp0kZy8?mc_cid=cec91e23ea&amp;mc_eid=e42a080771\">National Association of Latino Arts and Culture (NALAC) survey<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">on the impact of the coronavirus. In Oregon, a <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/regionalarts.wufoo.com\/forms\/zn2mw530muqjyo\/\">survey<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">has been organized by a consortium of Oregon\u2019s regional and statewide funders currently including the James F. and Marion L. Among these was the <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/6201\" target=\"_blank\" rel=\"noopener\">HR 6201 Families First Coronavirus Act<\/a><\/span><span style=\"font-size: 16px; color: #333333;\">. Following this, two comprehensive bills aiming to provide pandemic related relief, Senate bill <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/senate-bill\/3548\" target=\"_blank\" rel=\"noopener\">S.3548<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">Coronavirus Aid, Relief, and Economic Security Act (CARES) Act ($2 trillion) and House bill <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/www.congress.gov\/116\/bills\/hr6379\/BILLS-116hr6379ih.pdf\" target=\"_blank\" rel=\"noopener\">H.R.6379<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">Take Responsibility for Workers and Families Act ($2.5 trillion), were recently being deliberated in Congress (the latter of which has provisions for increased funding of the National Endowment for the Arts and the National Endowment for the Humanities). The <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/www.appropriations.senate.gov\/imo\/media\/doc\/FINAL%20FINAL%20CARES%20ACT.pdf\" target=\"_blank\" rel=\"noopener\">H.R. 748<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">CARES Act, however, was passed by both the House and the Senate and signed into law on March 27, 2020. H.R. 748 includes an additional $75 million for the National Endowment for the Arts. The Arts Endowment recently announced the 855 organizations being supported by its <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/www.arts.gov\/sites\/default\/files\/2020-CARES-Grants-by-State-6.30.20.pdf\" target=\"_blank\" rel=\"noopener\">CARES Act grant program<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">and the $30 million it disbursed to state and regional arts organizations is currently being distributed through programs being developed throughout the county. The <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/266\/text\" target=\"_blank\" rel=\"noopener\">H.R. 266 Paycheck Protection Program and Healthcare Enhancement Act<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">passed and signed into law in April 2020 represented an <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/www.natlawreview.com\/article\/senate-passes-intermediate-covid-19-relief-package\" target=\"_blank\" rel=\"noopener\">\u201cintermediate\u201d relief package<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">that did not contain any arts specific funding. It did, however, increase funding to hospitals and to the Small Business Administration for the Paycheck Protection and Economic Injury Disaster Loan programs. Another relief bill, the H.R.6800 Health and Economic Recovery Omnibus Emergency Solutions (HEROES) Act, passed the House, proposing an additional $10 million allocation to the National Endowment for the Arts to support COVID-19 response. The bill, however, was contentious in partisan terms and did not pass. The <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/docs.house.gov\/billsthisweek\/20200525\/BILLS-116hr7010-SUS.pdf\" target=\"_blank\" rel=\"noopener\">H.R. 7010 Paycheck Protection Program Flexibility Act<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">became law in June, extending the covered term for PPP loans and introduced other provisions meant to provide greater flexibility to businesses in the application of the loan. <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/rules.house.gov\/sites\/democrats.rules.house.gov\/files\/BILLS-116HR133SA-RCP-116-68.pdf\" target=\"_blank\" rel=\"noopener\">H.R. 133 Consolidated Appropriations Act, 2021<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">became law in December 2020, a comprehensive relief package with many provisions that support the arts and cultural sector nationally. As part of its provisions, the Small Business Administration will implement a new $15 billion grant program dedicated to providing support for \u201cshuttered venue operators\u201d and will write the rules for how to administer the program within 10 days after the bill is signed into law. $2 billion is specifically designated for organizations with less than 50 FTE employees. The program will provide grants of up to $10 million for eligible organizations. The bill also allocates $167.5 million each for the National Endowment for the Arts and the National Endowment for the Humanities, which is $5.25 million more than the 2020 enacted levels. The bill includes language that permits grant funds appropriated this year and in fiscal years 2019 and 2020 to be used for operating expenses. The bill also ensures that priority is given to providing services or awarding financial assistance for projects, productions, workshops, or programs that serve underserved populations. The term \u2018\u2018underserved population\u2019\u2019 means a population of individuals who have historically been outside the purview of arts and humanities programs due to factors such as a high incidence of income below the poverty line or to geographic isolation.<\/span><\/p>\n<p><span style=\"font-size: 16px; color: #333333;\">Early measures adopted at the state level focus on funding hospitals and other healthcare services, expanding social services, strengthening medical leave provisions for workers, and protecting tenants and homeowners from evictions. To date, very few state aid packages have specifically or directly addressed the arts and cultural sector, but, as longer term measures are taken, there is an opportunity for the field to advocate for relief funding. States are also now in the process of determining how federal funds will be directed to priority activities and industries in the context of COVID relief. A recent and early example of the creative sector effectively advocating for state relief funds for recovery is in Utah where the legislature just passed and Gov. Gary Herbert signed into law <a href=\"https:\/\/le.utah.gov\/~2020s5\/bills\/static\/HB5010.html\" target=\"_blank\" rel=\"noopener noreferrer\">HB5010<\/a>, which creates COVID-19 economic recovery programs and several support mechanisms for the cultural community totaling as much as $9 million by some estimates. These programs will be overseen by the Utah Division of Arts and Museums, the Governor&#8217;s Office of Economic Development, and local government agencies. <\/span><span style=\"font-size: 16px; color: #333333;\">Other recent developments include an investment of $2 million in Arizona Commission on the Arts <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/azgovernor.gov\/governor\/news\/2020\/07\/governor-announces-2-million-arizona-arts-commission\" target=\"_blank\" rel=\"noopener noreferrer\">announced by Governor Doug Ducey<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">through the state\u2019s Crisis Contingency and Safety Net Fund and the Oregon Legislature\u2019s recent package of a <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/culturaltrust.org\/blog\/news\/oregon-legislature-approves-emergency-relief-funding-for-arts-and-culture\/\" target=\"_blank\" rel=\"noopener noreferrer\">$50 million relief package<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">to be distributed through the Oregon Cultural Trust and in direct appropriations to a range of arts and cultural organizations throughout the state. <span style=\"font-size: 16px; color: #333333;\">California Governor Gavin Newsom\u2019s $575 million Early Action Budget proposal, part of a $4.5 billion recovery proposal, includes $25 million for small cultural institutions, such as museums and art galleries, that have been constrained by the pandemic in their ability to educate the community and remain financially viable.<\/span><\/span><\/p>\n<p><span style=\"font-size: 16px; color: #333333;\">General resources on COVID-19 state legislative activity, including those of states in the WESTAF region, can be found on <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/www.ncsl.org\/research\/health\/state-action-on-coronavirus-covid-19.aspx\" target=\"_blank\" rel=\"noopener\">this National Council of State Legislatures page<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">and state fiscal actions <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/www.ncsl.org\/research\/fiscal-policy\/state-fiscal-responses-to-covid-19.aspx\" target=\"_blank\" rel=\"noopener\">here<\/a><\/span><span style=\"font-size: 16px; color: #333333;\">. Companies and private foundations that are making significant investments in western states include Google, Microsoft, Amazon, Starbucks Foundation, KaJ Labs, Albertsons Companies, The Omidyar Group, Comerica Incorporated, BBVA USA, Heising-Simons Foundation, Otto Bremer Trust, James Irvine Foundation, the California Endowment, the California Wellness Foundation, and others.\u00a0<\/span><\/p>\n<p><span style=\"font-size: 16px; color: #333333;\">The U.S. Regional Arts Organizations, in partnership with The Andrew W. Mellon Foundation, are administering the US Regional Arts Resilience Fund relief and recovery grant to support arts organizations in the 13-state western region as an urgent response to the impact of COVID-19 on the nation\u2019s arts organizations. In Seattle, Mayor Durkan recently announced an initial $1.1 million <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/durkan.seattle.gov\/2020\/03\/mayor-durkan-announces-initial-1-1-million-arts-recovery-package-to-support-creative-workers-and-arts-and-cultural-organizations-impacted-by-covid-19\/\" target=\"_blank\" rel=\"noopener noreferrer\">City of Seattle funding package to invest directly in creative workers and arts and cultural organizations<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">financially impacted by COVID-19. Early in the crisis, Denver Arts &amp; Venues also structured a COVID-relief fund to individual artists through its<span style=\"font-size: 16px; color: #333333;\"><a href=\"http:\/\/www.artsandvenuesdenver.com\/about-imagine-2020\/imagine-2020-artist-assistance-fund\" target=\"_blank\" rel=\"noopener noreferrer\">IMAGINE 2020 Artist Assistance<\/a> program.<\/span><\/span><\/p>\n<p><span style=\"font-size: 16px; color: #333333;\">In April, the Arizona Commission on the Arts announced an <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/azarts.gov\/grant\/emergency-relief-fund\/\" target=\"_blank\" rel=\"noopener\">Emergency Relief Fund for Artists and Arts Professionals<\/a><\/span><span style=\"font-size: 16px; color: #333333;\">, a collaborative fund established with $130,000 from the Arizona Community Foundation and another $25,000 from other partners. The Wyoming Arts Council launched a <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/wyoarts.state.wy.us\/grants\/fy18-grants\/\" target=\"_blank\" rel=\"noopener\">COVID-19 Artist Relief Fund<\/a><\/span><span style=\"font-size: 16px; color: #333333;\">, and Utah Division of Arts &amp; Museums recently opened and closed the first round of its <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/artsandmuseums.utah.gov\/wp-content\/uploads\/2020\/04\/Utah-Individual-Artist-Emergency-Funds-Guidelines-FINAL.pdf\" target=\"_blank\" rel=\"noopener\">Utah Individual Artist Emergency Funds program<\/a><\/span><span style=\"font-size: 16px; color: #333333;\">. In Idaho, Treefort Music Fest, the Velma V. Morrison Center for the Performing Arts, and the Boise City Department of Arts &amp; History recently created a <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/www.treefortmusicfest.com\/ccc\/\" target=\"_blank\" rel=\"noopener\">COVID Cultural Commissioning (CCC) Fund<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">that is making awards to artists for the creation of individual works exploring, documenting, and\/or reflecting on personal experiences of the COVID-19 pandemic and its impact. In Oregon, a consortium of grantmakers including the Oregon Arts Commission established the <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/oregoncf.org\/grants-and-scholarships\/grants\/oregon-arts-and-culture-recovery-program\/\" target=\"_blank\" rel=\"noopener\">Oregon Arts and Culture Recovery Program<\/a><\/span><span style=\"font-size: 16px; color: #333333;\">, which will provide flexible resources to support members of the Oregon arts and culture community who have been adversely impacted by the outbreak of COVID-19, with a focus on supporting the adaptive capacity of both arts organizations and arts funders. The Alaska State Council on the Arts along with the Alaska Arts and Culture Foundation, Rasmuson Foundation, and Atwood Foundation have launched an <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/artsalaska.submittable.com\/submit\" target=\"_blank\" rel=\"noopener\">Alaska Arts &amp; Culture Emergency Relief COVID Grant<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">that supports individual artists in Alaska who are experiencing emergencies due to COVID.\u00a0<\/span><\/p>\n<p><span style=\"font-size: 16px; color: #333333;\">In other silver linings, the state of Oregon approved a <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/olis.leg.state.or.us\/liz\/2019I1\/Downloads\/CommitteeMeetingDocument\/224701\" target=\"_blank\" rel=\"noopener\">$50 million relief package for Oregon culture<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">that includes $25,984,872 to Business Oregon for statewide distribution to cultural organizations by the Oregon Cultural Trust. Over $14 million in additional appropriations were made to specific arts and cultural organizations and nearly $10 million allocated to the Independent Venue Coalition in support of 78 independent venues across the state. With the recent $19.5 million allocation of state relief funds to the Utah Division of Arts and Museums, the <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/azarts.gov\/news\/governor-announces-2-million-in-relief-funding-for-arizonas-arts-culture-sector\/\" target=\"_blank\" rel=\"noopener\">$2 million state relief funds allocation to the Arizona Commission on the Arts<\/a><\/span><span style=\"font-size: 16px; color: #333333;\">, the <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/www.arts.wa.gov\/2020\/12\/21\/artswa-and-commerce-announce-3-405m-in-relief-grants\/\" target=\"_blank\" rel=\"noopener\">$3.4 million relief grant program delivered by Washington State Arts Commission and the Washington State Department of Commerce<\/a><\/span><span style=\"font-size: 16px; color: #333333;\">, <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/oedit.colorado.gov\/colorado-arts-relief-grant\" target=\"_blank\" rel=\"noopener\">the $7.5 million in state relief funding awarded to Colorado Creative Industries<\/a><\/span><span style=\"font-size: 16px; color: #333333;\">, the <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/wyoarts.state.wy.us\/wyoming-arts-council-announces-additional-cares-act-financial-assistance-for-arts-and-cultural-organizations-and-individual-artists\/\" target=\"_blank\" rel=\"noopener\">$2.4 million the Wyoming Arts Council, received from the Wyoming Governor&#8217;s Office through the CARES Ac<span style=\"font-size: 16px; color: #333333;\">t<\/span><\/a> <span style=\"font-size: 16px; color: #333333;\">for arts and cultural relief, the total in state-directed relief funds directly supporting arts and culture has risen to roughly $85 million across the region. The Utah Division of Arts and Museums\u2019 <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/artsandmuseums.utah.gov\/create-in-utah-phases-1-2\/\" target=\"_blank\" rel=\"noopener\">Create in Utah program<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">disbursed the initial $9 million relief package and a recent refill of $7.5 million in the form of grants to arts organizations with programs that boost tourism and help local economies recover. All of these state arts agencies have shown tremendous leadership in making the case for the value of arts and culture and their need for support during this period of extreme disruption. Arts advocacy organizations Arizona Citizens for the Arts, Cultural Advocacy Coalition (Oregon), and Utah Cultural Alliance have also been instrumental in galvanizing the gubernatorial, legislative, and grassroots engagement needed to achieve these significant victories for the arts and culture sectors in these states. Washington State Arts Commission (ArtsWA) in collaboration with the Washington State Department of Commerce provided CARES relief funding to Washington State arts and cultural organizations impacted by the COVID-19 pandemic through the fall 2020 <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/www.arts.wa.gov\/cares-act-grants\/\" target=\"_blank\" rel=\"noopener\">ArtsWA CARES Act Relief Grants<\/a><\/span><span style=\"font-size: 16px; color: #333333;\">. The <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/oedit.colorado.gov\/colorado-arts-relief-grant\" target=\"_blank\" rel=\"noopener\">Colorado Arts Relief Fund<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">has two separate funding programs, one for artists and the other for arts organizations and creative businesses. This funding initiative was passed by the State of Colorado legislature during the First Extraordinary Session of the 72nd General Assembly from the Small Business Relief Program created in Section 4-48.5-316, enacted by <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/leg.colorado.gov\/bills\/sb20b-001\" target=\"_blank\" rel=\"noopener\">Senate Bill 20B-001<\/a><\/span><span style=\"font-size: 16px; color: #333333;\">. California Arts Council has <\/span><a href=\"http:\/\/arts.ca.gov\/news\/prdetail.php?id=315\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">disbursed CARES Act funding to local arts agencies<\/span><\/a> <span style=\"font-size: 16px; color: #333333;\">to regrant the funds throughout the state. The <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/westafcares.gosmart.org\" target=\"_blank\" rel=\"noopener\">WESTAF CARES Relief Fund for Organizations<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">closed in May, and WESTAF is currently administering the Commonwealth of the Northern Mariana Islands (CNMI) CARES Relief Fund for Artists and Arts Organizations on behalf of the CNMI Arts Council and the National Endowment for the Arts.<\/span><\/p>\n<p><span style=\"font-size: 16px; color: #333333;\">Nationally, new artist\/arts relief efforts are regularly being announced. Recently, <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/www.artistrelief.org\" target=\"_blank\" rel=\"noopener noreferrer\">Artist Relief<\/a><\/span><span style=\"font-size: 16px; color: #333333;\">, a $10 million national emergency relief fund for artists and creative workers that will provide $5,000 no-strings-attached grants, was launched by a national consortium of grantmakers. Early in the crisis, the <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/www.boston.gov\/news\/boston-establishes-artist-relief-fund-response-coronavirus\" target=\"_blank\" rel=\"noopener noreferrer\">Boston Artist Relief Fund<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">and the <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/www.rauschenbergfoundation.org\/programs\/grants\/rauschenberg-emergency-grants\" target=\"_blank\" rel=\"noopener noreferrer\">Rauschenberg Foundation\/New York Foundation for the Arts Emergency Grants<\/a><\/span><span style=\"font-size: 16px; color: #333333;\"> (eligible to artists throughout the country) were launched to respond to the crisis. <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/actorsfund.org\/services-and-programs\/entertainment-assistance-program\" target=\"_blank\" rel=\"noopener noreferrer\">Actors Fund<\/a> <\/span><span style=\"font-size: 16px; color: #333333;\">is also administering COVID-19 assistance programs for performing arts and entertainment unions, including <\/span><span style=\"font-size: 16px; color: #333333;\"><a href=\"https:\/\/sagaftra.foundation\/assistance\/disasterrelief\/\" target=\"_blank\" rel=\"noopener noreferrer\">SAG-AFTRA<\/a><\/span><span style=\"font-size: 16px; color: #333333;\">, IATSE, Actors Equity Association, American Guild of Musical Artists, Musicians Local 802, and other groups.
