The U.S. Office of Management and Budget (OMB) recently issued a 400-page proposed rewrite to the rules governing federal grants (2 CFR Part 200). These technical revisions—which include hundreds of modifications to how federal funds are managed and monitored—represent a profound policy shift that could fundamentally reshape how public awards and pass-through subgrants flow to all communities for years to come.

For arts and culture organizations that manage or distribute federal awards, the time to start preparing is now. Navigating changes of this scale requires our sector to look deeply at the provisions, build immediate operational awareness, and connect with cross-sector networks. By evaluating our internal systems and collaborating today, we can ensure our organizations are fully equipped for the long-term operational shifts ahead.

How Organizations Can Prepare:

Reviewing analyses from peer public, municipal, and philanthropic networks helps build baseline awareness and contextualize the sheer volume of administrative adjustments being proposed.
  2. Prepare Your Organization: Building operational readiness requires looking closely at your current infrastructure. Consider taking the following tactical steps:
    • 📊 Audit Your Funding Portfolio: Determine exactly how much of your regular programming relies on direct federal awards versus pass-through state, regional, or local public funding lines.
    • 🧮 Evaluate Accounting Systems: Because the draft proposes structural revisions to standard subawards and heavily restricts certain cost-allocations (such as international exchanges, conferences, and printing), organizations will likely need far more granular fund-tracking and cost-reimbursement accounting structures.
